Command Weather?

I am just getting into ICRPG and bought Heroes of the Hammer pre-gens and noticed some spells not in 2e or the ME such as Command Weather or Turn Infernal. Which source am I missing to get these? Thanks.

You’re not missing them. There are spells and loot items in Heroes of the Hammer that are not defined anywhere. Hank left them up to you to determine.

Does Command Weather work like Elemental Storm or Elemental Water? Or does it work like the Antlers of the Storm loot item? That it totally up to you and your players to decide.
